Rationale:Taiwan is leading the adoption of a global initiative called My Abilities First, incorporating positive language in goal setting, dignity and respect of children with different functional abilities.

 

Objectives:To describe: 1) development of Taiwanese My Ability ID Cards (Ability Cards), 2) initial implementation stages in Taiwan, and 3) outcomes of Ability Cards program for children enroll in Early Childhood Intervention (ECI) system.

 

Methods:Since 2020, Taiwan has used the implementation science to conduct this program. At the exploration stage, we organized an interest group and one Facebook webpage of My Ability First to create Ability Cards in health, education, and social welfare settings for children in Taiwan. After cultural adaptations, the format of Ability Cards has four core parts: 1) The strengths I express about myself, 2) The supports I need, 3) The way I express myself, and 4) What others express as my strengths. To facilitate implementation, we developed an open-access web application titled “My Ability ID Card Online Maker”. We also designed Checklists and free educational materials on the webpage. With the support of Social and Family Affairs Administration Taiwan and various interest groups, a total of 18 training courses related to Early Childhood Intervention (ECI) are scheduled for 2023. These courses are aimed for parents and practitioners, comprising 4 online courses and 14 in-person sessions. The objective is to promote and facilitate training, with the aim of cultivating at least 6 training trainers in different areas for providing children’s Ability Cards training courses in Taiwan by the end of 2023.


Results:This novel initiative has extended its reach to three systems within Taiwan. From April 2021 to the end of June 2023, 2694 person-times participants have attended 53 Ability Cards courses. The team published a free eBook “Manual of My Ability ID Cards for Parents of Children with Special Needs”, a scientific article and several presentations in academic conferences. At least one medical center, five elementary schools of Taipei City and eight social welfare institutes have reached the initial stage of the implementation process, and one child developmental center reached the full implementation stage. The content of Ability Cards was integrated in the individualized service plans, including individualized transition plans, to allow service providers to know children’s strengths first. Using Ability Cards, some children and family attended and expressed the strength and needs in the individualized service plan meetings.


Discussion:This innovative approach shifts away from the conventional method of primarily focusing on children's impairment and disabilities. In the future, we suggest an ongoing utilization of implementation science to propel the implementation of Ability Cards into the realm of sustainability, both at a national and international scale. Finally, this abilities-oriented approach promotes the rights of children as emphasized in the CRC and CRPD.
