Development of a School Readiness Checklist for Young Children Based on the ICF-CY 'Activities and Participation' Framework

Background and PurposeThe transition from early childhood to elementary school is a crucial period that impacts a child's future learning and development. Assessing a child's readiness for formal education, particularly in the first grade, is vital for successful school entry. The International Classification of Functioning, Disability, and Health for Children and Youth (ICF-CY) provides a standardized and consistent framework for describing an individual's levels of functioning, activities, and participation in health-related contexts. This study aims to develop a school readiness checklist for children entering the first grade of elementary school, using the ICF-CY framework of "Activities and Participation" to identify the essential competency items required for school entry.

Methods: This study employed a literature review to analyze second-level code items within the "domain" level of the ICF-CY framework, developing school readiness indicators for children entering elementary school. An expert advisory group of 11 experienced teachers was convened to conduct a modified Delphi study. The survey retained items with an average importance score above 3.5 and a quartile deviation below 0.5, using these criteria to achieve expert consensus. After two rounds of the Delphi survey, consensus among the experts was reached.

Results: The checklist items developed based on the ICF-CY "Activities and Participation" components encompass seven domains with a total of 64 items: "Learning and Applying Knowledge" includes 22 items, "General Tasks and Demands" includes 5 items, "Communication" includes 5 items, "Mobility" includes 18 items, "Self-Care" includes 8 items, "Interpersonal Interactions and Relationships" includes 3 items, and "Major Life Areas" includes 3 items. Among the 64 items, 15 achieved an average score above 4.5, with 3 items in “Learning and Applying Knowledge”, 3 in “Communication”, 5 in “Mobility”, and 4 in “Self-Care”.

Conclusion: The school readiness checklist, based on the ICF-CY "Activities and Participation" domains, identifies the essential competencies needed for children entering the first grade. It serves as a practical guide for teachers in planning and setting objectives for the transition to elementary school, supporting effective practices.
